If the partitioning column is not part of the PPI, then enforcing PI uniqueness would be a very costly operation requiring a check for duplicate PI values within each partition.

But if the partitioning column is part of the PI, then the uniqueness check is limited to a single RowHash just as it is for non-PPI tables.
