The definition for VAL_TYPE_CD is different in the two tables.

In the FEAT table it is:

     VAL_TYPE_CD VARCHAR(50) CHARACTER SET LATIN UPPERCASE NOT CASESPECIFIC

In the VAL_TYPE table it is:

     VAL_TYPE_CD VARCHAR(50) CHARACTER SET LATIN NOT CASESPECIFIC

These need to be congruent.

Btw, the UPPERCASE keyword overrides the NOT CASESPECIFIC that follows.
