In Teradata 14.10, lock logging moved to DBQL. The console utility Lock Logger utility is still supported but deprecated. Here is an excerpt from the Release Summary explaining the new feature:

DBQL now logs lock delays in XML with a new LOCK option for the BEGIN QUERY LOGGING and REPLACE QUERY LOGGING statements. For example:

     BEGIN QUERY LOGGING WITH LOCK = [XXX] on YYY;

You can choose a length of time in centiseconds at which a lock contention is significant enough to be logged (XXX) or limit lock logging to a specific user, account ID, or application (YYY). You can access the DBQL lock log through the Viewpoint Lock Viewer portlet or query the system table DBC.DBQLXMLLOCKTBL or the view DBC.QrylockLogXMLV.
