You can't use SQLs in scalar functions, after return statement only SQL expression is accepted. Generally I'm not surprised - difficult to imagine, that during execution of one SQL other SQLs are started... But please don't ask me, why "contains SQL" phrase is obligatory in SQL form of create function statement :)
