Hi,

There might be missing grants to user viewpoint.

Try below,

     grant select on viewpoint to td_sysxml;
     grant EXECUTE FUNCTION on SYSLIB.getTvsUdfViewpointSummary to viewpoint;
     GRANT EXECUTE PROCEDURE  ON LockLogShredder.SP_CreateTable TO viewpoint ;

After ensuring all necessary grants are in place, LOCK INFO COLLECTOR should work.
