A macro is a transaction. Since the execution of DDL requires the transaction to be committed, you can only have a single DDL statement in a Transaction/Macro. You can have as many DML statements preceding the DDL statement as you like (as far as I am aware.) This behavior has been the same for a long time...so, V12 and V13 should behave the same.
