It is in a delayed state because there is either a system or workload throttle. Through the query monitor portlet you can drill down to the query details and from there you will see a down arrow. Selecting that should allow you to manually release the query from the delay queue. The only impact is that the number of active queries will exceed the throttle limit. Which means other delayed queries will have to wait longer for the active count to fall below the throttle limit before queries are automatically released. This functionally to release queries is also available in the workload monitor portlet.
