You may have couple of options

- Introduce tighter TASM rules and control concurrency

- Identify work type, you may be hitting the limit for a worker type

- Move work that are tactical to tactical partition (expedited workload, limit it)

- Work w/ Teradata support and explore possibility of increasing number of AWT's (this depends on available memory and other complex calculations)

- Work with a friendly Dba (they are almost extinct now -:)

And yes, flow control is not a pretty situation to be in.
