You need to speak to your DBA. A filter is in place in the workload management (TDWM) that is preventing your query from running. The filter is called -

     > 'Unrestrained PJ - Max Row Count'

The filters can be set up to check the request before it runs and stop it running based on a set criteria. You need to find out from the DBA what the filter checks are.
