This can be done thru modify Profile....

Please find below as modify profile query....

     MODIFY PROFILE "PROFILE_NAME" AS
     SPOOL=
     TEMPORARY=
     ACCOUNT=('$L')   <-------- Priority of profile can be changed to $H/ $R

The same can be done from WINDDI [TD Administrator]....

     Tools--> Administrator -- Profiles

Now Select the profile name .... It will display the values against each parameters.....

Now you can change the priority of the profile by changing the "account"....

Note: You will be able to modify the profile if the user which you are using has sufficient previleges...
