Presumably because it has to rank the data across AMP's.

For example:

* the row with rank number 1 might be on AMP A

* the row with rank number 2 might be on AMP B and

* the row with rank number 3 might be on AMP A.


How would the row with rank number 3 know that it was number 3 if TD only looked on AMP A? If it only looked at AMP A, then row 3 would get rank 2 which would be incorrect. Answer: It couldn't so some redistribution is required.
