I came to read this thread late, but I am still confused. You will not see the user name in he logonrules unless you explicitly revoke or
grant for that specific user name. The only reason to do this would be to grant logon for specific users after an upgrade for testing. I had a
recent experience with a dba who didnt understand the logonrules table inserted a row for every user in the database while I slept after a weekend
long upgrade. So a revoke logon all as default would not revoke any logon explicitly granted. This act she unwittingly made would require no a
single revoke logon as default but a revoke for every user in the table. It required Teradata GSC to do their magic to recreate the table as it
came with the base system. Once entries are in this table, even DBC cannot delete them.
