Hi James -- I've had a few stops and have experienced widely varying approaches at different shops.

Many trade-offs need to be considered: time to delivery, quality of design, cost of delivery, cost of LONG TERM support

1) I have worked where only the DBAs had create rights. In this shop, the DBAs developed in-house tools to convert the logical tables provided by DAs into physical tables.

2) I have worked in the Wild West where the applications had the keys to the kingdom.

3) I have worked where critical components could only be created by the DBAs and the applications had create rights in the staging and work databases. The applications had no create rights in databases that held data that was exposed to the customers' view. In some of these sites, sandboxes were created for marketing teams.


One last thought, this is one heckuva question to throw out on a Friday afternoon. :-)
