I assume you are referring to Teradata Studio Express 14. Teradata Studio Express is an upgrade from "SQL Assistant / Java Edition", not the classic SQL Assistant. SQL Assistant 13.11.0.4 is a very different tool from Teradata Studio Express 14.0. One is not an upgrade from the other. If you are talking about SQL Assistant 13.11/14.0 then you would only want to upgrade to 14.0 if you are using a Teradata 14.0 database. (The SQLA 14.0.0.2 application is identical to 13.11.0.4. It is simply a repackaging with no change to the application. The 'changes' are only in the data files that define the Teradata language, and are only useful when connected to Teradata 14.0.) For SQL Assistant you should stay with the SQLA 13.11.0.x series until you are ready to upgrade to version 14.01 [which will be available soon] unless you are working with the Teradata 14.0 database.
