The other responses are correct, but I prefer to explain it from a slightly different point of view: If the partitioning column(s) are not part of the Primary Index, then you cannot declare the PI as UNIQUE. In this case, if you need to enforce a uniqueness constraint on the PI columns, then you must add a USI with the same columns as the PI.
