TD13.10 and later support "date_time_term AT time_zone_specification" syntax, somewhat similar to the Oracle example you gave. Coding "AT LOCAL" uses the current session time zone offset. (See the SQL Functions, Operators, Expressions, and Predicates manual for more information.)
