     SELECT

     CAST(('2011-12-06?17:13:08' || '-08:00') AS TIMESTAMP(0) WITH TIME ZONE) tz
     , CAST(tz AS TIMESTAMP(0)) convert

     tz                                    convert
     2011-12-06 17:13:08-08:00?2011-12-07 01:13:08
