I don't think SQL Assistant 12.0 was ever tested with Windows 7. I suspect that one of the (Microsoft) JET dlls is either missing or too old for Windows 7.

You may be able to get it to work by copying an empty [or not] history database from another user. That depends on whether it is just the 'create' part that is not working.

The better solution would be to upgrade to a newer version that has been tested with Windows 7. (13.0, 13.10, 13.11 or 14.0 - use the latest version from the Teradata Software Server.)

Alternatively you can try running 'verify.exe' (in the same directory as the SQLA.exe directory) and looking at the log output. This will tell you if a support file is missing. The problem may also be a registry (registration) failure. To fix that you could manually register the following files:

     \Program Files\Common Files\Microsoft Shared\DAO\dao360.dll
     \Windows\System32\msjet40.dll
     \Windows\System32\msjtes40.dll
     \Windows\System32\msrd3x40.dll
