What version of Teradata are you running? I might be wrong, but I think in TD 13.10 counts are taken from the dictionary which may explain the
count performance. Are you applying any kind of a filter to your query? I agree it looks like an Aggregate join index candidate if the cost
associated with updates is not too great. Of course it is kind of hard to tell without knowing the pi's, explain, joins, etc.
