GetTimeZoneDisplacement is a new function in TD13.10 that is used by the system to determine DST offsets when converting from one timezone to
another. When the system is initially installed the function is in SYSLIB, but it's set for to run in Protected Mode.
Has anyone set this function to run in Unprotected Mode and/or set it up to run "fast path"? Have you had any issues if you've done this?
