It depends...

If you are using "value list" compression, then yes you have to specify the values.

If you are using your own compression/decompression UDF's (known as Algorithmic Compression - ALC) then no you don't.

If you are using Block Level Compression (BLC) then no you don't.

Remember that you can specify both value list and ALC on the same column. Also, BLC happens after neither/either/both of the other two happen. It is completely independent of the other two.
