She is right on. However, we also need to understand that DR is a lot more than just TD! It is also every thing around it! What good is a DR TD system is you can't do ETL form your ETL servers, users can't get to it because there are no BI server(s) that have DR applied as well, etc. etc.

Some one else also contributed that it is at the architecural level, although this is correct, it has to come from the business/organization as a 'business' need. i.e. - If we loose a data centre, how long can the business survive and for how long?

Just some more thoughts for what they are worth on today's market.
