There is a subtle difference that may actually argue in favor of MULTISET for UPI tables, however odd that seems. Is it important to know that
a request *would have* created duplicate rows?
In a "bulk" operation such as INSERT/SELECT, entirely duplicate rows for a target SET table would be quietly eliminated without triggering a
uniqueness violation on the index. With MULTISET, duplicate rows would be detected as a uniqueness violation and cause the request to fail.
