I believe the only case it would try to duplicate a large table is when statistics are missing or stale. The interpreter decides that the
table is not actually large and duplicates the large table. This can be corrected by collecting missing or stale statistics.
NOTE: duplication of a table across all amps is not the same as redistribution. Duplication is a full copy of the table across all amps.
Redistribution is moving rows to different amps.
