Yes .. it requires a full path... if the file directory and execution directory is not same.

Let's say my script is D:\tmp\temporary\file.pl

I want to execute it from command prompt

Then you need to submit as

C:\>perl D:\tmp\temporary\file.pl


If you are inside D:\tmp\temporary directory then

You can submit as

D:\tmp\temporary\> perl file.pl


Alternatively you can keep D:\tmp\temporary\ in PATH variable to invoke it from anywhere.
