Response will depend on your workload mix, and this is a known tradeoff. Check the manual.

In v12, it is much faster at the update part, so if you have a lot more inserts, you may see degradation over the regular upsert. I'm assuming the table empty scenario you mention is for first time load, as you could just use insert to empty tables.

At my current site, which has a pretty even mix, we see orders of magnitude improvement. So, don't give up, you just may need to say: use it here, but not here based on the task
