On a 13.10 system I logged on as DBC and ran:

--In one session:

     BT;
     LOCK DBC.ACCLOGTBL FOR WRITE;

and in another session ran:

     SEL * FROM  DBC.ACCESSLOG;

No block ensued. Is the 2631 error recreatable? In our environment, it is generally a symptom of a congested system.
