Optimizer Cost Estimation Subsystem version 3. A name for a large project and a group of many changes and updates to the query optimizer in TD12.

Optimizer uses demographics from statistics, factors from OCES-3 and formulas encompassed in OCES-3 to compute costs of plan alternatives from which it picks the best plan.
