Joe,

The easier/practical way to proceed with your request is to create a DBA role, which all the rights explicitly being granted (No implicit right or any right granted @ SYSDBA level.).

With this configuration, you could have as many DBA role you want, and easier for your team to review the access right. SYSDBA should only be used in "special case".
