Got an issue with Query logging.

We have enabled Query logging based on Accountstring but when we are enabling it with including option EXPLAIN and STEP the query is not getting logged on DBQLOG tables. but when i'm not selecting those option its updating fine.

Can any one help me to identify what and where the issue is.

We are on

     RELEASE   13.00.00.19
     VERSION   13.00.00.26
