His response was: WITH DELETE/WITH INSERT is not really a space or performance feature. It just says what to do with rows that no longer have a partition. What do with those rows should be more of decision in regard to what data the user wants to keep on the system. The ALTER statements will not work since the user cannot drop or add partitions in the middle, only at the end. In any case, without changing the partitioning, can just use a DELETE statement to delete unwanted rows after archiving them if the user wants to save them offline. Hope this helps! Thanks.
