The PE to be logged on is chosen by Teradata Gateway Software on the node (IP Address) which are connected. I guess Gateway have built-in load balancing mechanism to optimize load across all PEs. The process is transparent and user has no control over it. You can find out the PE (also called IFP NO.) by querying sessioninfo table.
