The partitioning expressions can be retrieved using the DBC.IndexConstraints view. (from that user can determine the number of partitions. Index Kind in the indexes table indicates if it is a ppi primary index with 'Q' (whereas as nonpartitioned primary index would be 'P'. Maybe 'Q' is also used in the constraintsname table for the type of name for a PPI primary index. I think that is about it for getting info from data dictionary about partitioning.
