It seems you understand well. Despite the fact that it returns a number, sum(ImpactCPU) is not a "metric" in any meaningful sense, and you
can't arrive at system parallel efficiency by summing user-level metrics that have already been aggregated to remove the crucial VPROC dimension.
(What's that? Data Warehousing 101 - you need the detail data?)
That said, on many systems the sum(ImpactCPU) is valuable as an indicator of something that bears further investigation - just like LHR or
PJI.
