I would consult with Teradata to do this, as it is inherently dangerous (not removing the rows, but how you are able to ).

You will probably have to do it with DBC user and use a diagnostic command to bypass access rights, then you can delete from the table. I won't post the actual command here (unless it is in the archives already), but if you open an incident with TD, they will gladly help you do this.
