We are on TD 12 also, but the 1 does not disappear when we do the following...

     CREATE TABLE user_work.i
     (a INTEGER)

     CREATE TABLE user_work.x
     (a VARCHAR(20))

     INS INTO user_work.i VALUES (1);

     INS INTO user_work.x
     SEL * FROM user_work.i;

     SEL char_length(a)
        ,a
     FROM user_work.x;

Answerset:

     Characters(a)   a
     -------------------
     11                1
