I had the same issue on vista and windows 2008 server. Usually restarting the vista should resolve the problem

I believe some of the windows services use 1025 port which is the default port that we use for Td. I think there is a td service that tries to reserve this port on demo version. When this service fails, that's usually when I have seen problem.
