Kamin, I believe that Teradata Stored procedure can accomplish everything (Almost) that an Oracle SP could! If you are good at writing lengthy SQL, you could probably replace almost all functionality that a Stored procedure has using a Macro. You could get results set using local bind variables using TD SP. You could also use cursors to process the entire result set. I am unclear on what you are trying to accomplish.
