Not sure what this means -- how can an entire ID be blocked? Anyhow, I would try this:

1. release lock <databasename>, override; [Usually used after ARC, but worth a try.]

2. If that doesn't work, shut down and reboot the server, if possible. (Since you only have 12 AMPs, I'm guessing this is a test server?)

3. If that doesn't work, open a ticket with the GSC. They should be able to solve this in a few hours.
