I think the RANK/OVER function works fine for me.

As for the business, I think they are not sure which of the two records to load, so they specified to load the one which comes first (Actually they meant any one of them, I guess)

     VIP            SALE          IND TYPE
     VZZIDCODE      8/3/2008       S  T
     VZZIDCODE      8/3/2008       R  I

My UPI is VIP and I need to load any one of the above records. It does not make much sense to me either, but that's what as of now is the requirement specified.
