If you have Teradata Administrator you can select a table then execute the 'Rights' (if you want to know which rights) or 'Users' (if you just want a list of the users) report and then use the 'Window > SQL History' menu to look at the SQL that was used to generate that report. (This applies to all functionality provided by TDAdmin.)

This will show you the SQL required to generate your report for a single table. You can add Tablename to the select list, and remove it from the where clause, if you want to list the info for each table in a database.
