Hi Bill,
the automatic rights of a new user are granted without grant option. If he creates a new object, then he's the creator (with grant option) and
can grant rights on that object to anyone else.
If you want the user to grant rights on the database level, an *owner* has to grant those with grant option:
grant select on userx to userx with grant option;
