According to the 6.1 or 6.2 SQL documentation if you look up the allowed FORMAT for TIMESTAMP/TIME fields you will see a FORMAT example using the "." characters. So it is supposed to work. It is a bug. I know that it will work in 12.0 (next release). If the fix is important to you I would request an e-fix.
