On my system (V2R6.0) on windows, the database window (is that what you mean?) looks like a Visual studio (VC 7.0) application.

The full command line behind the database window shortcut is:

     "C:\Program Files\NCR\Tdat\PDE\06.00.00.00\bin\pdepathw.exe" "-W"
     "C:\Program Files\NCR\Tdat\PDE\06.00.00.00\tcl\bin\wish.exe" "C:\Program
          Files\NCR\Tdat\PDE\06.00.00.00\bin\xdbw.tcl"

wish.exe is a tcl interpreter and xdbw.tcl is the file it will interpret. Both files must obviously exist. xdbw.tcl is a text file which you could check to see that it hasn't been corrupted (i.e. changed/improved/messed up by someone). Mine is 2,248 lines long.

My guess is that either wish.exe, or more likely xdbw.tcl is missing or corrupted in which case, you could try copying from a colleague or better yet reinstall the client utilities (which is what I would do).

None of these have anything to do with Java (at least not in the version I am running).
