Two answers:

I agree that the need you describe has a number of applications. I'd suggest you got o the Partners web site and submit a change request via the Product Advisory Committee (PAC). You can also submit a RFQ via your local support team.

Because the main utilities have not received any real attention in several years. It is my impression that Teradata is de-emphasizing them. I wouldn't be at all surprised that de-support of them is announced in a couple more releases and all of the functionality moved into SQL as Teradata extensions. There is already support for "No Log" inserts to volatile tables, so it may not take much to extend the option to permanent tables. Customer originated change requests may hasten implementation.
