The question is:
What is the total CPU seconds that can be consumed by jobs in the system, before we reach capacity.
Based on the number of nodes/amps, the node model, number of PEs, etc..... how much CPU is allocated to a system at any moment? Is there a
formula to calculate that?
When we reach 100% cpu, how many seconds CPU are we using?
Does this make sense?
