On the configuration screen for the resusage data collection task, make sure the resusage collection options are selected (Node and/or Vproc and/or Host). Since LogSystemActivity data is being collected (and it runs on the same thread as resusage), a likely cause would be that the task is scheduled but the resusage options aren't set.

Also, make sure resusage collection is scheduled to happen in advance of the cleanup task (so that detailed data has not been deleted before it has been summarized).

If setting the options doesn't help, then more info can be gleaned from the service's tmgr.log. In the registry, set the DebugLevel to 0 and MaxLogFileSize to something like 20000000. We'd need to see log entries that span at least one scheduled resusage collection time. (See HKEY_LOCAL_MACHINE\SOFTWARE\NCR\TeradataManager\TmgrLog)
