Use this

     SEL Week_Of_Year
     FROM SYS_Calendar.Calendar
     WHERE Calendar_Date = CURRENT_DATE;

There is no DUAL table in Teradata.

SYS_Calendar database has all the information you will need.

CURRENT_DATE is ANSI equivalent function to get capture current date.
