To better assess the impact to the system we might need to know the answer to the following:

60 million rows (what is the data size in byte?)

Informatica (using either bteq export?? or fastexport??)

Teradata and UNIX server connected through public LAN (speed??) or dedicated private LAN (speed??).

PE response mode 99% of 2 hours means the data is getting transferred to the target server. (number of sessions in response??) Either you have a very big file or you have very slow network (router, ...) or your network protocol may not be transmitted with same setting such as full duplex to half duplex or automatic setting cause un-necessary overhead in file transfer.

Anyway, 1% of 2 hours is where the real performance impact on the TERADATA system then the load shifted to gateway and operating system to manage the transfer to the data. If the user share the same gateway and network connection and they extract a lot of data also then you may have problem here, it is not very commonly known condition however. The 99% of the time the sessions in response mode tie up the system available sessions.

Teradata system resource per PSF is only allocated to active sessions so response sessions should not impact that setup.
