I think you misunderstand how milestones work. Check the Priority Scheduler documentation and "Getting Started" Orange Book for details, but in summary:

Priority depends on Allocation Group. The account string can specify a Performance Group, which in turn will determine the initial Allocation Group. If that Performance Group has multiple milestones specified, the Allocation Group (and therefore the priority) can automatically change over time but the Performance Group (name) will not.
